What's All This Then?

Inspired by Codex - Adeptus Ministorum /tg/ Edition and the resurgence of Enforcers/Arbitrators due to the return of Necromunda, one anon decided to make a codex for the Adeptus Arbites, complete with named characters, stratagems, and all the fun stuff a codex comes with. The result is presented here for your games with Inquisition, Genestealer Cults, and the like.

What Does This Codex Include?

New Units and Wargear

HQ

  • Luthir Goreman: High Marshal of the Calixis Sector, Luthir Goreman leads his Arbitrators from the front! Can Deny the Witch and has a badass psyber-eagle. Also really hates cowards
  • Lucius Quintiliana: Judge who serves the Inquisition. As such, he gains the rules for being in the Inquisition as well as serving in the Adeptus Arbites. Also really hates cults, and gets a bonus to wound them.
  • Stanley Bartlett: A cowboy judge sent to preside over the last stop between the Imperium and the Wild West Expanse. Fights with hallucinogenic grenades and his pet cyber-mastiff.
  • Judge: An HQ who debuffs enemies during the Morale phase. This makes him good in melee, but he can also be optimized for ranged combat. Can be accompanied by a cyber-mastiff.
  • Judge on Bike: As above, but faster. Perfect to lead your Rapid Pursuit Teams.
  • Marshal: More of a support-based HQ. Friendly <PRECINCT> units reroll hit rolls of 1, and he's not as good in melee.

Troops

  • Enforcer Team: Basic local enforcers. Imperial Guard with smaller squads and melee options.
  • Patrol Team: Standard Arbites squad. Come with Arbites shotguns, but can instead be outfitted with boltguns or shields and pistols.
  • Penal Legionnaires: Back at it again! Effectively just Conscripts for Arbites, but with even worse Leadership. You can make them better at melee or ranged, or actually get them some flak armor. Best when accompanied by a Penal Custodian.

Elites

  • Penal Custodian: Arbitrator whose job it is to blow the heads off of the Penal Troopers who try to run.
  • Godwyn Fischig: Rules so you can have him pal around with Eisenhorn if you wish! Can take wounds for Eisenhorn on a 2+ and fire overwatch on Eisenhorn's behalf.
  • Execution Team: Arbitrator Special Weapons Squad. Wanna drown the enemy in an ocean of tear gas? This is how.
  • Shock Team: Arbitrator Melee Squad. Armed with shields and shock mauls, can upgrade to better shields and power mauls. Can also take melta bombs.
  • Mortiurge: Arbites-trained Assassin, can shoot at enemy CHARACTERS regardless of if they're the closest model or not, and has access to needle weapons.
  • Cyber-Mastiffs: Angry Cyborg Dogs who love nothing more than chewing up criminals! One in three can be upgraded with a twin bolter, at the expense of some melee capability.
  • Cyber-Construct Handler: Tech-Priest assigned to the Arbites to watch over their servitors and cyber-mastiffs. Makes cyber-mastiffs even scarier in melee and can help fix them up when they start getting shot/chopped up.
  • Chirurgeon: Just a field medic. Nothing special.

Fast Attack

  • Rapid Pursuit Team: Arbitrators on bikes. For when some moron decides to play Grand Theft Auto in the hive city.

Heavy Support

  • Arbites Tarantula: Stationary defences to be activated in case of riot. Can take heavy grenade launchers or heavy flamers in addition to the usual heavy bolters and lascannons.
  • Arbites Chimadon: Back from 2nd Edition! A light tank variant of the Chimera armed with a battle cannon instead of a multilaser.

Wargear

  • Choke weapons: Tear gas in the 41st millennium. Wounds on a 4+, but if a unit suffers an unsaved wound, they're at a -1 to all hit rolls until the start of your next turn. Comes in hand grenade, grenade launcher, and heavy grenade launcher form.
  • Power Ram: Power fist which becomes a thunder hammer when targeting VEHICLES and BUILDINGS.

New Rules

  • Rapid Response: Whenever a planet is attacked, whether from alien invaders or chaos cults, the Adeptus Arbites are always the first responders, before the Space Marines, Inquisition, or even local Planetary Defence forces arrive. As such, they get a free 9" move at the start of the game, before the first turn.
  • Guardians of the Law: Objective Secured, Arbites Style!
  • Precinct Doctrines: This is the Adeptus Arbites equivalent of Regimental Doctrines, giving your cops more flavor based on which <PRECINCT> your forces originate from.
  • Strategems: Everything from conscripting your Arbitrators into the Inquisition to turning your Penal Legions into Suicide Bombers!

Where Can I Get Miniatures For Some Of These Units?

  • There's always the option of looking on eBay for some classic Necromunda models and buying those, but that's usually expensive as fuck.
  • Thanks to GW making Imperial Guard, Skitarii, and Genestealer Cults infantry models generally compatible with eachother, it's not difficult to make conversions for your characters, such as Judges, Marshals, or Mortiurges, and to have the weapons and gear you need. Victoria Miniatures also sells suppression shields and packs of additional armor to help turn your flak armor into carapace armor. In addition, the upcoming Genestealer Cult biker models are looking to be perfect for your Rapid Pursuit Teams and Biker Judges.
  • Many different people have made their own guides to making Adeptus Arbites miniatures. These work well for many of the rank-and-file Arbitrators. If you run into any issues with these guides, you can always turn to the good anons at WIP
  • Scotia Grendel's Junkers army in Urban Warfare make for excellent Arbites models, and many of them come with shields to easily use for shock teams, Marshals, and Judges. Their Dune Raider model can, with a little bit of work, also make for any Judges or Arbitrators you have on bikes.
  • PuppetsWar makes some Chevaliers heads which look perfect for Arbitrator heads.
  • ArtelW makes some excellent models for 40k as a whole, including an excellent Arbites Patrol Team and Arbites Shock Team. You can also get a cyber-mastiff separate from the Patrol Team.
  • Victoria Miniatures sells an excellent range of Penal Guard models you can easily use for your Penal Legionnaires, complete with explosive collars!
  • Ordinary Imperial Guard models work well for any Enforcers you decide to build.
  • Chimadons can be built with a simple Chimera conversion with a Taurox or Leman Russ Battle Cannon and simply removing the lasgun arrays.
