Well for a low price of 10 mana (the highest of any praetor) all this can be yours. At the beginning of your end step, you draw seven cards. And your opponents maximum hand size shrinks by 7 (which under normal circumstances makes it 0). Oh yeah he has flash, so that is fun too.
