Southern half is probably going to be heavily flooded within a few years, especially without anyone maintaining levies, pumps, etc.etc. New Orleans is probably just GONE after the next major hurricane... But given the usual mentality of New Orleans natives (read: stubborn as fucking hell), more likely than not, New New Orleans would be a boat city, shacks standing on poles in the water, people building up from the ruins, the few skyscrapers turned into dockyard centers. This is assuming there's anything LEFT of the place at ALL. More likely than not it's a radioactive swamp-crater due to New Orleans being a major naval base for the U.S.'s gulf navy.

Other side of the state, still south, probably has major flooding, but has enormous farmlands, a fairly built up infrastructure, and is used to dealing with it's own problems due to being cut off during Hurricane season. Also a heavy hunter, fishing, and farming population probably means it would survive FAR better. Lake Charles and Lafayette would likely be the primary centers for this kinda thing.

Baton Rogue is just gone. Get over it.

Alexandria probably a major trade area and survival location between the north and south, since it's almost dead center of the state.

Shreveport? Who knows. Probably damaged by raiding since it's right dead smack in the center of the most gun crazy part of the country, and not even with the natural good nature that Acadians have. It's worth noting that Shreveport had the record for most murders in the US in a year a few years ago.

Louisiana is heavily divided culturally between the catholic/french/creole southern half of the state (everything south of Alexandria) and the protestant true-blue-bible belt northern half of the state. Keep that in mind for this sort of thing when running a game in this part.

Southern Louisiana would likely be badly damaged, tons of oil processing areas and plants, and Lafayette would likely be the center of it all being the gulf oil center for the entire country. Can you say strategic resource? If everything has fallen apart then it MIGHT still be around, but who knows.
