In the 41st Millennium, the Emperor of Mankind's sons and followers have attempted to govern the Imperium in his stead.

The Imperium is a collection of vassals and direct territories spread throughout the galaxy. The millions of worlds are split among so-called "states", all of which answer to Terra. The upper levels of the Imperium's government are divided into four layers. Going from the top down, like the pieces of a pyramid, they are: The Triumvirate, the Regency Council, the Government of Magna Terra, and the Segmentums. This makes for an interesting, overly-complex arrangement that is arguably even more of a bureaucratic hell than the vanilla Imperium. Then again, maybe it's easier for a triumvirate of three superhumans (Custodes/Primarchs) to vote on major decisions than it is for a group of 12 High Lords.

Triumviratus Homines Posterite

The Triumvirate For the Future of Man acts as the de facto collective head of government for the Imperium. The Triumvirate’s responsibilities also include aiding the Emperor of Mankind in his recovery, safeguarding his health and well-being, and ensuring that there are no threats to him. The maintenance of the Astronomicon and the continuous work of the Human Webway Gate also fall under the Triumvirate's direct jurisdiction.

The Triumvirate consists of three heads, known as Triumvirs. Each one is concerned with an aspect of the Emperor's health and well-being:

Constantine Valdor

Oversees The Emperor's security from physical threats and dangers.

Fulgrim

Oversees the Emperor's recovery, and ensures that he is protected from medical and mental threats.

Magnus the Red

Oversees protection of The Emperor from spiritual and supernatural threats.

In theory, each Triumvir has authority over their particular dimension of the Emperor's well-being. In practice, the overlaps between these domains results in conflict, resulting in triumvirs bickering with each other until cooler heads (most often Fulgrim) can find a compromise.

Meeting of The Triumvirate

When the Triumvirate meets, they do so in a secret room in the Imperial Palace called the Sanctorum. This room is warded off by both Magnus and the Emperor to prevent its discovery and any interference.

• After the Triumvirate adjourns, each emerges from the room with a document, which details the decision that has been made.

Relations of the Triumvirate

One or more individuals may be brought in to sit on Triumvirate meetings as advisors. Their role is merely for observation and consultation; they have no final say in the decision making process. In fact, they are not even allowed to be present during the final part of the decision-making process.

The Emperor of Mankind

• Needless to say the Emperor's own opinion about both his capabilities, as well as his knowledge is welcome.
• Per his own agreement, the Emperor understands that his current role is an advisory one, and, out of courtesy, will leave when the Triumvirate makes its decision.

Vulkan

• Often called on technical matters.
• Vulkan is seen as a more "neutral" choice, given the inherent biases of Ferrus Manus and The Fabricator General.
• When a particular project needs to be created without the rest of the Imperium or galaxy knowing about it, Vulkan is called.

Lord Inquisitor

• The Head of The Inquisition will on occasion be consulted for knowledge about a particular threat
• The Lord Inquisitor will also be tasked with spcific actions on behalf of the Triumvirate, when receiving such a task they are performed with the Utmost Secrecy.

Legate to the Katholian Curia

• The Katholians have a network of spies often greater than that of the Inquisition. Occasionally the Legate is called for sensitive work, usually regarding issues of potential corruption in the Inquisition.
• The Katholian Legate is to The Lord Inquisitor what Vect is to Eldrad.

Rogal Dorn

Rogal's architectural insight can occasionally be called upon for highly secret projects.

Eldrad

• Eldrad was the Imperium's preferred representative of the Aeldari and was occasionally consulted. Following Eldrad's death at The Fall of Craftworld Biel-Tan, the Triumvirate's last reliable connection to the Aeldari world was severed. None among the Drukhari, Ynnari, or minor factions are trusted enough to enter the Triumvirate. While other Aeldari (usually the Drukhari, and Craftworld Remnants) are occasionally contacted, they are kept at arms length.

Lady Malys

The Custodians worked with the Dark Eldar before in vanillahammer, now that they are significantly less grimdark, there is more opportunities for cooperation

• The Archon of Commoragh is seen as an asset when the Council needs the Eldar's knowledge or capabilities.
• Though fees are often exorbitant and suspicious, Vect's "Everything is for sale" mentality has been invaluable at times.
• Malys and Commoragh are also used when the Imperium needs to act in Webspace against or unbenowest to the rest of the Eldar.

The Regency Council

Overseeing the governance of Terra and the rest of the Imperium, the Regency Council acts on behalf of the Emperor himself, and attempts to continue his mission.

Magisterium Magna: Constantine Valdor

As Captain-General of the Adeptus Custodes, Constantine Valdor was granted the title Magister Maxima, or ultimate controller by the Emperor himself, well before The Great Treachery.

Magisterium Libri (Qitobuqa): Jaghatai Khan

Inheriting the Codex Astartes from Roboute Gulliman, Jaghatai Khan oversees the Chaptered Astartes as “Qitobuqa” (Chorgoran (ie Distorted Chagatai) for “Master of the Book”). Given the many varried and specialized roles that these Chapters have taken on. Jaghatai, (With The Lion) have taken on many of the duties that The Inquisition does in Vanilla Hammer. Jaghatai's role in the codex astartes is primarily supervisory and judicial, with the Khan having the final say on interpretation of The Codex.

Magisterium Artificis: Ferrus Manus

Originally offered to Vulkan, who declined in favor of governing the Ultima Segmentum. Fulgrim and Ferrus Manus work together to create technology and equipment for the Imperium. Both Civilian and Military. Fulgrim’s focus being something of a “Surgeon General” for the Imperium while Ferrus Manus serves as the head engineer and liaison to the Adeptus Mechanicus.

Magisterium Vitalis: Fulgrim

A wide-reaching department, covering apothecaries, geneticists, and ecologists. Fulgrim was selected in the hopes that he could do for Terra what he had done for Chemos. When he is not undertaking grand terraforming and bio-engineering projects, Fulgrim traverses the Imperium trying to establish some modicum of health and safety standards. He often travels with his best friend and chief artificer Ferrus Manus, and between the two of them most engineering problems can be solved.

Magisterium Arcanae: Magnus

Magnus oversees the actions of all psykers. Both He, Constantine Valdor, and Fulgrim are responsible for the security and well being of The Emperor, with Valdor focusing on physical security, Magnus warding against supernatural threats, and Fulgrim ensuring the physical health and healing.

The Black Ships are headed by Magnus, which is partially used to maintain the golden throne, but is also in part to head an academy for psykers. Which young psyker goes where is ultimately his choice, and the descision often haunts him.

Magnus Aids The Khan in the organization of the Free Chapters, especially those whose focus is on anti-demonic forces.

Magnus, along with occasionally Konrad Curze, will take on the Golden Throne in order to aid their father in recovering.

Additionally, Magnus is supposedly working on improving and repairing the Webway gate, but already overwhelmed as it is, this task has been moving at a glacial pace.

The Government of Terra

The Government of Terra governs the affairs of the entire Imperium, checked by the Regency Council. This is where the majority of the human government is held. The Government is a mixed oligarchy, with most representatives selected based on their own internal processes.

Lord of The Void

All military ships are under the governorship of The Grand Admiral. The only ships that do not fall under this lords jurisdiction are those belonging to the Rogue Traders.

Lord Commodore Solar

Commander of the Sol Protection Fleet. In addition to protecting the Sol System from pirates and being the first line of defense against invasions, the Lord Commodore also regulates customs passing through Segmentum Solar.

Each Segmentum has its own small force of guard fleets.

Grand Admiral of The Fleets

Does most of the work coordinating the naval vessals of The Imperium.

Lord Quartermaster

In addition to ensuring all naval ships are stocked and properly requisitioned, he also is responsible for the procurement of new vessals.

Lord Bursar Legiones

Following the devastation wrought by Traitor legions using their navies, particularly the desolation of Ultramar, Chemos, and Deliverance. It was decided at the council of Terra that all legions would be required to sign over their ships to the High Lords of Terra. Every ship used by the Legione Astartes is "on loan" from The Lord Bursar, who supplies the ships with crews and provisions.

Coordinates the tributed fleets by the Imperium's Segmentums.

In exchange for their greater Autonomy from Imperial Affairs, every "Socii" is expected to provide a significant tithe of ships and crews for the Imperium's navies. The size of the fleet demanded is determined by a Terran led census of their Allied nation's forge world and industry capacity.

Lord Censor

The Imperium's autonomous vassals operate under different laws of tribute as the rest of the Imperium. As such, it falls upon The Lord Censor to inspect the Vassals of The Imperium and ensure they provide tithes of wealth, goods, ships and soldiers appropriate to their capacity.

Lord Numismator

Responsible for the keeping of the imperial currency.

Lord Bursar

In addition to its tithes, a major source of the Terran government's income is through interest from Loans provided to the various governors, ecclesiarchs, nobility, generals, and rogue traders.

This office is not to be confused with Lord Bursar Navis, who governs the ships used by the Legiones Astartes.

Lord Publicani

The Lord Publicani is responsible for procuring the tithes provided by the planets throughout the Imperium.

• There is a joke in the Imperial court that a good indicator for the financial health of the imperium is to see who has the thicker waistline: Lord Publicani or Lord Bursar.

Tribune of The Faithful

The Tribune of The Faithful represents the interests of the various religious organizations throughout the Imperium. They and the Tribune of The Antiquitae work to prevent the persecution of their Faiths.

Extraordinary Tribune of The Antiquitae

Similar to The Tribune of The Faithful, This tribune prioritizes the "Cultis Antiquitae" who are considered to have special protected status in the Imperium of Man. Additionally, the Tribune of the Antiquitae also serves as the Protector as Terra's Ancient Culture, and conservationists. As an Extraordinary Tribune, the Tribune has additional privilege of introducing motions and amendments into the Council. Their vetos and amendments to protect historical artifacts have caused considerable headaches for Fulgrim and his terraforming efforts.

Tribune of The Abnormal

The Tribune of The Abnormal looks after all of the Mutant subspecies of the Human Race. The tribune implores the Council to look after humanity's wayward mutant children rather than appeal to more eugenics-minded urges. While not an extrondinary tribune himself, he often works with The Extrodinary Tribunes of The Forgotten and Antiquitae to gain protections for some abnormal species.

Tribune of The Primitives

The Tribune of The Primitives looks after the Primitive and Feudal worlds of The Imperium, ensuring they are protected and that their low technological status does not see them unduly harassed.

The Nuncii

The Nuncii represent the leaders of the Segmentum governments to the High Lords. They do not have voting power but they can petition to the High Lords.

The Lords of the Segmentums answer to the High Lords of Terra. They receive semi-autonomy in management of their Segmentums, provided that they pay in tithes and troops.

Central Fort (formerly Inwit)

Taking the Segmentum closest to Terra, Dorn has transformed the Segmentum into a "fortress". No statues are to be found in the Segmentum Tempestus, and yet no one can fail to see the Mark of The Master-Builder throughout the realm. Dorn governs from Inwit, but the planet has been stripped down to its very core and rebuilt into a labyrinthine fortress world thrice its original size. It's a masterwork of fortifications at the center of an entire interplanetary realm of fortifications. Those traveling to the Segmentum cannot shake their sense of awe at Dorn’s handiwork, while also shaking with a sense of dread. “What sort of enemy would need these fortifications?”

The Closest to The Eye of Terror, only Magnus The Red was considered to be the most capable of protecting the Imperium’s most Warp-Susceptible region. However, Magnus was considered to be needed on Terra for both the Golden Throne, and For supervising the new order of Anti-Warp legions such as The Grey Knights (and later Corvidae founding Astartes).

The Next runner-up was Kurze, but while Fulgrim and Magnus loved their brother, and he was a stalwart defender against the warp, no one trusted him with Leadership of civilians. The Next obvious choice only could be "The Lion." On the front line of any attack by the Ruinous Powers, El'Johnson has tailored his legions and his armies in defense against the Warp. His armies have both the highest number of blanks as well as the Highest number of Sanctioned Psykers. The Dark Angels scour the Segmentum for evidence of Corruption and The Fallen, and "The Knights of Calliban" (his Segmentum Army) aid in defending the planet from Demonic Attacks.

The High Lords of Terra

Like the Segmentum Obscurus, The Galactic Northeast suffers from its close proximity to the Eye of Terror, and incursions from the Black Legion. The Segmentum Obscura, however, benefits from the dillegent (some would say paranoid) management and guidence of The Lion. The Segmentum Pacificus was offered to Leman Russ, Jaghatai Khan, Ferrus Manus, and Konrad Curze, all of whom declined. The Segmentum fell under the leadership of the High Lords of Terra, for whom the segmentum was always a secondary priority to the Solar Segmentum. This neglect was only intensified by the sclerotic early years after the Great Treachery, where the Regency Council stumbled from crisis to crisis. Between Black Crusades, wars with Imperium Undivided, the First War of The Beast, the War of the Raven, and the Promethean Insurrection, more and more resources were diverted to the Galactic West. Between the distance from Terra and the paralysis of the High Lords' rulership, the Segmentum Pacificus by M38 was favored by Chaos Warbands and Cultists as a hunting ground.

The only segmentum that lacks physical territory, the Kroot Nation emulates the Great Rogue Trader of Old and travel in massive ships as the guests of whatever segmentum they enter.

History

When the Imperium conquered what is now The "T'au State," they did so with the help of a species they found known as the Kroot, protected from Extinction by a Rogue Trader Anh Haput-Diandialo "known by the Kroot as Wutazudan Ani"). Originally part of the Imperium's Conquest of The T'au space, most of the race died once again in the Great "Ethereal" Revolt, in which most of T'au space was lost to a mysterious revolt where the T'au Slaughtered the Kroot.

Like in Vanilla hammer the Dark Eldar did it, however rather than for Drukhari shits and giggles, the Grimbright Dark Eldar did it in conjunction with Craftworld Eldar for a specific purpose. Namely the Etherials and T'au revolt was created to eventually counter-act the imperium. The Etherials are little more than puppets of the Eldar

The Few remaining Kroot were extracted from T'au space.

The Kroot Nation had a troubled history establishing their place following the loss of T'au Space. In an Imperium that feared them, while finding them too useful to dispose of, the first century was spent in political limbo. They were not welcomed in the Rump state of Cerulian, as the violent atrocities on both sides during revolt of the etherials permanently destroyed the relationship between T'au and Kroot. Royum Ultramari offered to allow them as a vassal state of them. But this not only outraged The Cerulians, who threatened war with Ultramar in the middle of the Black Crusade, but also The High Lords of Terra.

Efforts to carve for them new territory have failed. Originally it was proposed that the Kroot should have their own land carved out of the other Segmentums. Henri Diandialo originally proposed Catachan as an ideal world given their unique genetic characteristics. This too was rejected. Since as the other segmentums were both unwilling to either give up territory, have The Kroot rebuild their numbers near their territory. The Kroot spent decades shuffled from planet to planet and war to war.

Frustrated by the Imperium's treatment of a race his family felt obligated to protect, Henry OftBaal-Diandialo developed his own plan for the Kroot. Taking inspiration from the Migrant Tallarn Fleet, Index Chorgoris, and his own experience as a rogue trader, he created the foundations of what would become The Kroot Charter. He established the tribes into different migrant fleets in which he would act as the leader of the nation. The High Lords of Terra, concerned about an already powerful Rogue Trader family having access to a powerful race of Xenos as a private army as well forced him to surrender the Kroot to the High Lords of Terra at the risk of the revocation of his rogue trader's license.

Curellian Socii (Wuni Enclaves)

A rump state, originally it was the tributary name of the T'au conquered and made subject by the Imperium in M36. However since then the Revolt of the "Ethereals" in M39 saw nearly all of the T'au break off from the Imperium's control, claiming full independence. What reamained were a few backwaters who cling to the Imperium's protection. These planets consist mainly of Former Water Caste dissidents and revolutionaries and Earth caste refugees. Mockingly called the Wuni (Mud caste) by the other T'au, the Curellian Socii have attempted to build their ideal casteless state in the shadow of the Imperium's benign neglect. They have been relatively successful as backwaters became vibrant worlds sharing a peculiar blend of Ultramarine, Imperium and archaeo-T'au culture.

Adeptus Mechanicus

It's essentially the vanilla Adeptus Mechanicus, until the start of the 2nd Epoch (M35-). Then Mars, and presumably the Fabricator-General and most of the rest of Mechanicus turn traitor during the Martian Heresy. Presumably they'll join forces with the Dark Mechanicum and the forces of Chaos, for common cause against the Imperium and in order to survive.
