Your basic Eldar boots on the ground, every Eldar is given some military training and are drilled. When the need arises, these civilians are activated and serve as Infantry, Vehicle and Starship crews.

The usual armament for an Eldar Guardian is a Shuriken Catapult. It has a pathetic range of 12". It may be assault 2 but when you consider how fragile your Guardians are, you don't want them to be in assault range of that Space Marine Assault Squad baring down on you.

Since they are basically citizens with pea shooters they are about as useful as you can expect. Considering the Dire Avenger aspect warriors are basically guardians with upgraded stats and cooler hats, it is no wonder they are preferred troop choices. Them, or lots of jetbikes.

Only advantages Guardians have is to take a pet warlock or lug a cannon around on a mobile platform for more firepower.

Considering this, it is better to conscript all your citizens into your own Eldar swordwind and let the rainbow fly!
