Children of Gaia
The Reasonable Marines of Werewolf: The Apocalypse. The Children of Gaia are the Tribe tasked (possibly only by themselves) with the unenviable duty of uniting a bunch of homicidal hate-powered living spirit-weapons towards a halfway productive goal and trying to stop them from committing any more genocides. Needless to say, they tend to fail pretty routinely and are regarded as a bunch of ineffectual hippies by the rest of the Garou.
This isn't to say that they're entirely useless, since they're some of the only Garou that acknowledge that there are some Wyrm-based problems that can't be solved with blood-crazed whirlwinds of claws and fangs, and their policy of trying to encourage the best in human society has been slightly more successful than one might initially expect. Still, it's generally regarded as too little, too late.
The stereotype of CoG's as naive peaceniks comes in part from their abovementioned philosophy and in part from their tribal weakness, which partially removes the automatic memory wipe that ordinary humans receive upon seeing a werecreature in Crinos form, making them walking Veil breaches if they're not careful.
