Silver Fangs
Every nation has a ruler, and the Garou Nation is no exception. The Silver Fangs are the "nobility" of the Garou, often taking the role of pack alphas and other leading figures. These guys have been in power for a long, long time, being top dogs even back in the days of the Impergium. They were reluctant for it to end, and were even more reluctant to let the "peasant" tribes such as the Bone Gnawers and Warders of Men the chance to live and prosper in the cities. Being the nobility, the majority of them have an obsession with purity of blood and genetics. This means exactly what you are thinking. Metis are produced decently often, but are hypocritically looked down on by the Fangs, for obvious reasons. They have a mixed theme; They seem both Russian and Germanic at the same time.
Whether they are insane because of rampant royalist inbreeding or a curse from an ancient demon/Luna/Gaia depends on edition and Storyteller.
Tl;dr: Arrogant, haughty nobles that have good intentions and an unhealthy amount of familial love.
Like the Red Talons, Werewolf: The Forsaken basically just said "fuck it" and turned them into one of the three "Pure" factions (the villains of the new gameline), rebranding them as the Ivory Claws, whilst also adding in a little Get of Fenris for spice.
