Looking like a mix between The Mouth of Sauron wearing a dollar store knockoff Asdrubael Vect helmet. The Cult Demagogue are one of the main members that makes up the Dark Commune.

Cult Demagogues are priestly Heretics whose words convince others to embrace Heresy as well and soon leads to the formation of a Chaos Cult, which the Demagogue has command of. They are the religious and spiritual equivalents of a Renegade Demagogue.
Now you may be wondering, "Hold the vox for a second. Isn't that the exact same role as the Apostate Cardinal?" And you might be right on all accounts if one decides to just view them at face value.
