Bargrivyek is a rarity amongst evil gods; one who acknowledges that betrayal and infighting for its own sake actually weakens civilizations (Hint hint, Lolth). He's called "The Peacemaker" not because he dislikes fighting, but because he makes sure that all aggression is directed towards expansion and the creation of empires. For this reason, Maglubiyet spared him when he destroyed the rest of the goblin pantheon, and entrusted him with keeping goblin armies in line. Bargrivyek and his followers make sure that the fractious goblinoid hordes are always unified enough to form a cohesive army with a mixture of diplomacy and outright terrorizing them into submission. Bargrivyek himself follows Maglubiyet loyally, both because they share similar expansionistic goals and because the god himself is scared of confronting the despot.
Bargrivyek's territory in Baator is called the Peaceable Lands, but this name is a little misleading. This is the place where Maglubiyet's armies are trained, and the only peace here is when all potential rebellion has been stamped out by Bargrivyek and his priests.
